SENATE CONCURRENT RESOLUTION NO. 22
(By Senators Snyder, Boley, Minear, Ross, Helmick, Anderson,
 Mitchell, Minard, Sprouse, Fanning and Deem)
Requesting the Department of Administration increase the time
 allotment for all Capitol parking meters from two hours to
 four hours.

Whereas, The Capitol houses the offices of numerous elected
 public officials, including the offices of the highest elected
 public officials in the three branches of state government; and

Whereas, The citizens of this state often travel long
 distances to petition their elected officials, to attend hearings
 and meetings and to volunteer important testimony for the
 Legislature and other government agencies; and

Whereas, These citizens often find themselves engaged in
 meetings lasting longer than the two hours allotted by the parking
 meters under the control of the Department of Administration.
 Subsequently they are ticketed and, thus, penalized for
 participating in their government; therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Department of
 Administration increase the time allotment for all Capitol parking
 meters from two hours to four hours; and, be it

Further Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the Secretary of
 the Department of Administration.
